    各(ge)省、自(zi)治(zhi)區住房(fang)城(cheng)鄉建(jian)設廳(ting),直轄市建(jian)委,國務(wu)院(yuan)有(you)關部(bu)門,總后基建(jian)營房(fang)部(bu)工程管理局(ju):
      近年來,工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)造(zao)(zao)價(jia)(jia)(jia)(jia)(jia)管理堅持市場(chang)化改(gai)革(ge)方向,完善工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)計價(jia)(jia)(jia)(jia)(jia)制度(du),轉變工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)計價(jia)(jia)(jia)(jia)(jia)方式,維護(hu)各方合法權益,取得了明顯(xian)成(cheng)效。但也存在工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)建(jian)設市場(chang)各方主體(ti)(ti)計價(jia)(jia)(jia)(jia)(jia)行(xing)(xing)為(wei)不(bu)規(gui)范(fan),工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)計價(jia)(jia)(jia)(jia)(jia)依據不(bu)能很好滿足(zu)市場(chang)需(xu)要,造(zao)(zao)價(jia)(jia)(jia)(jia)(jia)信息(xi)服務水平不(bu)高,造(zao)(zao)價(jia)(jia)(jia)(jia)(jia)咨詢市場(chang)誠信環境有待改(gai)善等問(wen)題。為(wei)完善市場(chang)決定(ding)工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)造(zao)(zao)價(jia)(jia)(jia)(jia)(jia)機制,規(gui)范(fan)工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)計價(jia)(jia)(jia)(jia)(jia)行(xing)(xing)為(wei),提(ti)升工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)造(zao)(zao)價(jia)(jia)(jia)(jia)(jia)公共服務水平,現就(jiu)進一步推進工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)造(zao)(zao)價(jia)(jia)(jia)(jia)(jia)管理改(gai)革(ge)提(ti)出如(ru)下(xia)意見。
      一、總體要求
      (一)指導思(si)想
      深入(ru)貫(guan)徹落實(shi)黨的(de)(de)十八大、十八屆三中全會精神和黨中央、國務(wu)院各項決策部署(shu),適(shi)應中國特色新型(xing)城鎮化和建筑業(ye)轉(zhuan)型(xing)發展需要,緊緊圍繞使市(shi)場(chang)在工(gong)程造價確定(ding)中起決定(ding)性作用,轉(zhuan)變政府職能,實(shi)現工(gong)程計價的(de)(de)公(gong)平、公(gong)正、科學合理,為提高工(gong)程投資效益(yi)、維(wei)護市(shi)場(chang)秩序、保障工(gong)程質量安全奠定(ding)基礎。
      (二)主要目標
      到2020年,健全市場(chang)(chang)決定工(gong)程(cheng)(cheng)(cheng)造(zao)(zao)價(jia)機(ji)制(zhi),建立與(yu)市場(chang)(chang)經(jing)濟相適應(ying)的(de)工(gong)程(cheng)(cheng)(cheng)造(zao)(zao)價(jia)管理體(ti)系。完成國家工(gong)程(cheng)(cheng)(cheng)造(zao)(zao)價(jia)數據(ju)庫建設(she),構建多元化工(gong)程(cheng)(cheng)(cheng)造(zao)(zao)價(jia)信(xin)息(xi)服務方式(shi)。完善工(gong)程(cheng)(cheng)(cheng)計價(jia)活動(dong)監管機(ji)制(zhi),推行工(gong)程(cheng)(cheng)(cheng)全過程(cheng)(cheng)(cheng)造(zao)(zao)價(jia)服務。改(gai)革行政(zheng)審(shen)批(pi)制(zhi)度,建立造(zao)(zao)價(jia)咨(zi)詢業誠信(xin)體(ti)系,形成統一開放、競爭(zheng)有(you)序的(de)市場(chang)(chang)環境。實施人(ren)才(cai)(cai)發展戰略,培養與(yu)行業發展相適應(ying)的(de)人(ren)才(cai)(cai)隊伍。
      二、主要(yao)任(ren)務和措施
      (三)健全市場決定工程造價制(zhi)度
      加強市場決定工(gong)程造價(jia)(jia)的法(fa)規(gui)制(zhi)度建設,加快推進工(gong)程造價(jia)(jia)管理立法(fa),依法(fa)規(gui)范(fan)市場主(zhu)體計價(jia)(jia)行(xing)為,落實(shi)各(ge)方權利(li)義務和法(fa)律責任。全面推行(xing)工(gong)程量清單計價(jia)(jia),完善配套管理制(zhi)度,為“企業自主(zhu)報價(jia)(jia),競(jing)爭形成價(jia)(jia)格”提供制(zhi)度保(bao)障(zhang)。細化招投標(biao)、合同(tong)訂立階段有關(guan)工(gong)程造價(jia)(jia)條款,為嚴格按照合同(tong)履約工(gong)程結算與(yu)合同(tong)價(jia)(jia)款支付夯實(shi)基礎。
      按照市(shi)場(chang)決定工程(cheng)造價(jia)原則,全面清理現(xian)有工程(cheng)造價(jia)管理制(zhi)度和計價(jia)依據,消除(chu)對市(shi)場(chang)主(zhu)體(ti)計價(jia)行為(wei)的干擾。大力培(pei)育造價(jia)咨詢市(shi)場(chang),充分(fen)發揮造價(jia)咨詢企業在造價(jia)形成(cheng)過程(cheng)中(zhong)的第三方專業服(fu)務的作用(yong)。
      (四)構建科學合(he)理(li)的工程計價依據體系
      逐(zhu)步(bu)統一各行業、各地區的(de)(de)工(gong)(gong)程(cheng)(cheng)計(ji)價(jia)規(gui)則,以(yi)工(gong)(gong)程(cheng)(cheng)量清單(dan)為(wei)核心,構建科學(xue)合理的(de)(de)工(gong)(gong)程(cheng)(cheng)計(ji)價(jia)依據體(ti)系,為(wei)打(da)破行業、地區分割,服務統一開放、競(jing)爭有序的(de)(de)工(gong)(gong)程(cheng)(cheng)建設市場提供保障(zhang)。
      完善工(gong)程(cheng)項目(mu)劃分,建(jian)立多(duo)層級工(gong)程(cheng)量(liang)清(qing)單(dan),形成以清(qing)單(dan)計(ji)價(jia)(jia)(jia)(jia)規范和(he)各專(行(xing)(xing))業工(gong)程(cheng)量(liang)計(ji)算規范配套使用(yong)(yong)的清(qing)單(dan)規范體系,滿足不同設計(ji)深度(du)(du)、不同復雜程(cheng)度(du)(du)、不同承(cheng)包(bao)方式(shi)及不同管(guan)理需(xu)求下工(gong)程(cheng)計(ji)價(jia)(jia)(jia)(jia)的需(xu)要(yao)。推(tui)行(xing)(xing)工(gong)程(cheng)量(liang)清(qing)單(dan)全(quan)費(fei)用(yong)(yong)綜合單(dan)價(jia)(jia)(jia)(jia),鼓勵有條件(jian)的行(xing)(xing)業和(he)地區編制(zhi)全(quan)費(fei)用(yong)(yong)定額。完善清(qing)單(dan)計(ji)價(jia)(jia)(jia)(jia)配套措施,推(tui)廣適合工(gong)程(cheng)量(liang)清(qing)單(dan)計(ji)價(jia)(jia)(jia)(jia)的要(yao)素價(jia)(jia)(jia)(jia)格指(zhi)數調價(jia)(jia)(jia)(jia)法。
      研究制(zhi)定(ding)(ding)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)定(ding)(ding)額(e)編(bian)(bian)制(zhi)規(gui)則,統(tong)(tong)一(yi)全(quan)國(guo)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)定(ding)(ding)額(e)編(bian)(bian)碼、子目設置、工(gong)(gong)(gong)作內容等編(bian)(bian)制(zhi)要求,并與工(gong)(gong)(gong)程(cheng)(cheng)(cheng)量(liang)清單規(gui)范銜接。厘清全(quan)國(guo)統(tong)(tong)一(yi)、行業、地區定(ding)(ding)額(e)專業劃分(fen)和(he)管(guan)理歸屬,補充完(wan)善各(ge)類工(gong)(gong)(gong)程(cheng)(cheng)(cheng)定(ding)(ding)額(e),形(xing)成(cheng)服務于從工(gong)(gong)(gong)程(cheng)(cheng)(cheng)建設到維(wei)修養(yang)護全(quan)過(guo)程(cheng)(cheng)(cheng)的(de)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)定(ding)(ding)額(e)體系。
      (五(wu))建立與市(shi)場相(xiang)適(shi)應的工程定(ding)額管(guan)理制度
      明確工(gong)程定(ding)(ding)額(e)定(ding)(ding)位,對(dui)國(guo)有資金(jin)投資工(gong)程,作(zuo)為其編制(zhi)估算、概算、最高投標(biao)限價的依(yi)據;對(dui)其他工(gong)程僅供參考。通過購買服務等多種方式,充分(fen)發揮企業(ye)(ye)、科研(yan)單位、社(she)團組織等社(she)會力量在工(gong)程定(ding)(ding)額(e)編制(zhi)中的基礎作(zuo)用,提高工(gong)程定(ding)(ding)額(e)編制(zhi)水(shui)平。鼓勵企業(ye)(ye)編制(zhi)企業(ye)(ye)定(ding)(ding)額(e)。
      建(jian)立工程(cheng)定額(e)全面修(xiu)訂和局部(bu)修(xiu)訂相結合(he)的動態調整(zheng)機制,及時修(xiu)訂不(bu)符(fu)合(he)市(shi)場(chang)實際的內(nei)容,提高定額(e)時效性。編制有關建(jian)筑(zhu)產業現代化、建(jian)筑(zhu)節能(neng)與綠色(se)建(jian)筑(zhu)等工程(cheng)定額(e),發(fa)揮定額(e)在新(xin)(xin)技術、新(xin)(xin)工藝(yi)、新(xin)(xin)材料(liao)、新(xin)(xin)設備推廣應用中的引導約束作用,支(zhi)持建(jian)筑(zhu)業轉型升級。
      (六(liu))改革工程造價(jia)信息服(fu)務(wu)方式
      明晰政(zheng)府與市場的(de)服(fu)(fu)務邊界(jie),明確政(zheng)府提供的(de)工(gong)程造(zao)(zao)價信(xin)息服(fu)(fu)務清單(dan),鼓勵社(she)會(hui)力量開展工(gong)程造(zao)(zao)價信(xin)息服(fu)(fu)務,探索政(zheng)府購(gou)買服(fu)(fu)務,構建(jian)多元化(hua)的(de)工(gong)程造(zao)(zao)價信(xin)息服(fu)(fu)務方(fang)式。
      建(jian)立(li)工(gong)(gong)程造價信(xin)息化標(biao)(biao)準體系。編(bian)(bian)制(zhi)工(gong)(gong)程造價數據交換標(biao)(biao)準,打破(po)信(xin)息孤(gu)島,奠定造價信(xin)息數據共享基(ji)礎。建(jian)立(li)國家工(gong)(gong)程造價數據庫,開展工(gong)(gong)程造價數據積累(lei),提升(sheng)公共服(fu)務能(neng)力(li)。制(zhi)定工(gong)(gong)程造價指(zhi)(zhi)標(biao)(biao)指(zhi)(zhi)數編(bian)(bian)制(zhi)標(biao)(biao)準,抓好造價指(zhi)(zhi)標(biao)(biao)指(zhi)(zhi)數測算(suan)發布工(gong)(gong)作(zuo)。
      (七)完(wan)善工程全過程造價服務(wu)和計價活(huo)動監管機制
      建立(li)健全工(gong)程造(zao)價(jia)(jia)(jia)全過程管理制度(du),實現(xian)工(gong)程項目投(tou)(tou)資估算、概算與最高投(tou)(tou)標限價(jia)(jia)(jia)、合(he)同價(jia)(jia)(jia)、結算價(jia)(jia)(jia)政策銜接。注重工(gong)程造(zao)價(jia)(jia)(jia)與招投(tou)(tou)標、合(he)同的管理制度(du)協調,形成制度(du)合(he)力,保(bao)障工(gong)程造(zao)價(jia)(jia)(jia)的合(he)理確定和有效(xiao)控制。
      完善建設工(gong)(gong)程(cheng)(cheng)價(jia)(jia)款結算(suan)(suan)辦法,轉變結算(suan)(suan)方式,推行過程(cheng)(cheng)結算(suan)(suan),簡化竣(jun)工(gong)(gong)結算(suan)(suan)。建筑工(gong)(gong)程(cheng)(cheng)在交付竣(jun)工(gong)(gong)驗(yan)收(shou)時(shi),必須具(ju)備(bei)完整的技術經濟資料(liao),鼓勵(li)將(jiang)竣(jun)工(gong)(gong)結算(suan)(suan)書作為(wei)竣(jun)工(gong)(gong)驗(yan)收(shou)備(bei)案的文件,引導工(gong)(gong)程(cheng)(cheng)竣(jun)工(gong)(gong)結算(suan)(suan)按約定及時(shi)辦理,遏(e)制(zhi)工(gong)(gong)程(cheng)(cheng)款拖欠。創(chuang)新工(gong)(gong)程(cheng)(cheng)造價(jia)(jia)糾(jiu)(jiu)紛(fen)(fen)調(diao)解機制(zhi),鼓勵(li)聯合(he)行業協會成立專家委(wei)員會進行造價(jia)(jia)糾(jiu)(jiu)紛(fen)(fen)專業調(diao)解。
      推行(xing)工(gong)(gong)(gong)程全(quan)過(guo)程造(zao)(zao)(zao)價(jia)咨詢服務,更加注重(zhong)工(gong)(gong)(gong)程項(xiang)(xiang)目前(qian)期和設(she)計的造(zao)(zao)(zao)價(jia)確定。充分(fen)發揮造(zao)(zao)(zao)價(jia)工(gong)(gong)(gong)程師的作用(yong),從(cong)工(gong)(gong)(gong)程立項(xiang)(xiang)、設(she)計、發包、施工(gong)(gong)(gong)到竣工(gong)(gong)(gong)全(quan)過(guo)程,實現對(dui)造(zao)(zao)(zao)價(jia)的動態控制。發揮造(zao)(zao)(zao)價(jia)管理機構(gou)專業作用(yong),加強(qiang)對(dui)工(gong)(gong)(gong)程計價(jia)活動及參(can)與計價(jia)活動的工(gong)(gong)(gong)程建設(she)各方主體、從(cong)業人員的監(jian)督檢查(cha),規(gui)范計價(jia)行(xing)為。
      (八(ba))推進工程造價(jia)咨詢行(xing)政審批制度(du)改革
      研究(jiu)深化(hua)行(xing)政審批制(zhi)度(du)改(gai)革路線圖,做好配套(tao)準備工作,穩步推進改(gai)革。探索造價(jia)工程師交由行(xing)業協會管理。將甲級(ji)工程造價(jia)咨詢(xun)企業資質認(ren)定中的延(yan)續、變更等事項交由省級(ji)住房(fang)城鄉建設主(zhu)管部門(men)負責。
      放寬行業(ye)準入條件(jian),完(wan)善資(zi)質(zhi)(zhi)標(biao)準,調(diao)整乙(yi)級企業(ye)承接業(ye)務的范圍,加強(qiang)資(zi)質(zhi)(zhi)動(dong)態監管,強(qiang)化(hua)執業(ye)責任,健全清出制(zhi)度。推廣合伙(huo)制(zhi)企業(ye),鼓勵造價咨(zi)詢企業(ye)多元化(hua)發(fa)展。
      加強造價咨詢企業跨省設立(li)分支機(ji)構(gou)管理,打擊分支機(ji)構(gou)和造價工程師掛靠現象(xiang)。簡化跨省承攬業務備案手續,清除(chu)地方、行業壁壘。簡化申請資(zi)質資(zi)格的材(cai)料要求,推行電子化評審,加大公(gong)開公(gong)示力度。
      (九)推進造(zao)價咨詢誠信(xin)體系(xi)建設(she)
      加(jia)快造價咨詢企業職業道(dao)德守則和執(zhi)(zhi)業標準建(jian)(jian)設,加(jia)強執(zhi)(zhi)業質量監管(guan)。整(zheng)合資質資格管(guan)理(li)系統與(yu)信(xin)(xin)(xin)(xin)用信(xin)(xin)(xin)(xin)息(xi)系統,搭(da)建(jian)(jian)統一的信(xin)(xin)(xin)(xin)息(xi)平臺。依托統一信(xin)(xin)(xin)(xin)息(xi)平臺,建(jian)(jian)立信(xin)(xin)(xin)(xin)用檔案,及時(shi)公開信(xin)(xin)(xin)(xin)用信(xin)(xin)(xin)(xin)息(xi),形(xing)成有效的社(she)會監督(du)機(ji)制(zhi)。加(jia)強信(xin)(xin)(xin)(xin)息(xi)資源整(zheng)合,逐(zhu)步建(jian)(jian)立與(yu)工商、稅務、社(she)保(bao)等部門的信(xin)(xin)(xin)(xin)用信(xin)(xin)(xin)(xin)息(xi)共享機(ji)制(zhi)。
      探索開展以(yi)企(qi)業和從業人員執業行為和執業質量為主要內容的(de)評價,并與資(zi)質資(zi)格管理聯動,營造“褒揚守信、懲戒失信”的(de)環境。鼓勵行業協(xie)會開展社會信用評價。
      (十)促進造價專(zhuan)業(ye)人才水(shui)平提升
      研究制定工(gong)程造價專業人(ren)才(cai)(cai)發(fa)展戰略(lve),提升(sheng)專業人(ren)才(cai)(cai)素質(zhi)。注(zhu)重造價工(gong)程師考試和繼續教育的(de)實(shi)務(wu)操作(zuo)和專業需(xu)求(qiu)。加強與大(da)專院校聯系,指(zhi)導工(gong)程造價專業學(xue)科建設,保(bao)證專業人(ren)才(cai)(cai)培養(yang)質(zhi)量(liang)。
      研究造(zao)價(jia)(jia)(jia)員(yuan)從(cong)業行為監管(guan)辦法(fa)。支(zhi)持行業協會完(wan)善(shan)造(zao)價(jia)(jia)(jia)員(yuan)全國統一自律管(guan)理制度,逐(zhu)步統一各地(di)、各行業造(zao)價(jia)(jia)(jia)員(yuan)的專業劃分(fen)和級別設(she)置。
      三、組織保障(zhang)
      (十一)加強組織領導(dao)
      各級住(zhu)房(fang)城鄉建(jian)設(she)主管(guan)部門要(yao)充分認識(shi)全面(mian)深化工程造(zao)價(jia)管(guan)理改(gai)革的重(zhong)要(yao)性(xing),解(jie)放思想,調動造(zao)價(jia)管(guan)理機(ji)構積極性(xing),以問題為導向,制定實施方案,完(wan)善支撐體系(xi),落(luo)實各項改(gai)革措施,整體推(tui)進造(zao)價(jia)管(guan)理改(gai)革不斷深化。
      (十二)加強造價管(guan)理機構自(zi)身建設
      以推進(jin)事業(ye)單位改革為(wei)契(qi)機(ji),進(jin)一步明確造(zao)價(jia)管理機(ji)構職能,強化工程造(zao)價(jia)市(shi)場監管和公共服務職責,落(luo)實工作經費,加大(da)造(zao)價(jia)專(zhuan)業(ye)人才引進(jin)力(li)度。制定工程造(zao)價(jia)機(ji)構管理人員專(zhuan)業(ye)知識培訓計劃,保障造(zao)價(jia)管理機(ji)構專(zhuan)業(ye)水平。
      (十三)做好行(xing)業(ye)協會培育
      充分發揮協(xie)會(hui)在(zai)引導(dao)行業(ye)發展、促進誠信經營、維護公平競爭、強化行業(ye)自律和人才培(pei)養等方面的作用,加(jia)強協(xie)會(hui)自身建設,提升(sheng)為造(zao)價咨詢企業(ye)和執業(ye)人員服(fu)務能(neng)力。
